Average rating is the average star rating that your business or company has recieved online when compiled and averaged out. This is a major factor in the decision making process for consumers nowadays and is extremely important.
Generally anything above a 4 is pretty good. But if you are in a space where competitors only have 2's, even a 3 would appear to be good then.

You should never leave a review unless you are actually a customer of a company and only write what you feel reflects your experience with the brand. Google does reinforce this as much as possible so they can be more reliable than reviews of a product on the company's own website since it is likely heavily moderated.
